This is pretty simple as well.
Example:
A=1,3,5
B=4
C=14,6
etc.
When you use homophones, you are just using more than one symbol to represent certain letters to make frequency analysis harder. However, each symbol/letter in the cipher-text can only represent one letter in the plain-text.
